Documents Needed to Export a Car from Japan

Exporting a used vehicle from Japan is a well-worn process, but it fails on paperwork far more often than on shipping. This is what the Japan side requires, and where the real risk sits.

One warning before the list. The Japanese documents below are broadly the same for every shipment. What your destination country demands is not, and it changes without much notice. Age limits, emissions rules, steering-side rules, and mandatory pre-shipment inspection all vary by country and are revised regularly. Always confirm the current rules for your destination before any car is bought or paid for.

The Japanese documents

Export Certificate. The key document. The vehicle is deregistered from the Japanese system for the purpose of export, and this certificate is the proof. Customs at the other end will want it, and it establishes the chassis number, the specification, and the fact that the car legally left Japanese registration. Without it, a car can sit in a port for months.

Commercial invoice. Seller, buyer, vehicle details, chassis number, and the agreed value. Destination customs assess duty from this, so the value stated must be the real one.

Bill of Lading. Issued by the shipping line once the car is loaded. It is the title document for the shipment, and the consignee normally cannot collect the vehicle without it.

Translation of the export certificate. Most destinations want an English translation of the Japanese original. Some accept the shipper’s translation; others require a certified one.

Pre-shipment inspection certificate. Required by a number of countries before the vehicle may be loaded, covering roadworthiness and sometimes mileage verification and radiation screening. It is issued by an approved inspection company and must be arranged before shipping, not after. Which countries require it, and which inspection bodies they accept, changes.

Marine insurance certificate. Not compulsory everywhere, but strongly recommended. Once a vehicle is loaded it is exposed to weather, handling and total loss, and insurance is cheap relative to the value at risk.

What varies by destination

These are the categories to check for your own country before committing to a purchase:

  • Vehicle age limits. Many countries refuse imports over a set age, and the limit is counted differently in different places, sometimes from first registration and sometimes from manufacture.
  • Emissions and safety standards. Some markets require a specific standard the vehicle must already meet.
  • Steering side. Right-hand-drive imports are restricted or banned in a number of countries.
  • Mandatory pre-shipment inspection. Required by some, not by others, and the approved inspectors differ.
  • Duty and tax basis. Calculated from invoice value in some places, and from an official valuation table in others.

We confirm the current requirements for your destination in writing before anything is purchased. We will not quote a shipment on assumptions about another country’s rules.

The sequence that works

  1. Confirm the destination’s current import rules, in writing.
  2. Agree the vehicle and the full landed cost, not just the car price.
  3. Pay, and take ownership.
  4. Deregister for export and obtain the export certificate.
  5. Arrange pre-shipment inspection if the destination requires it.
  6. Book the vessel, arrange inland transport to the port, and load.
  7. Receive the Bill of Lading and the full document set.
  8. Track the sailing, and clear customs on arrival.

Skipping step one is the single most expensive mistake in this business. A car that cannot legally enter your country is still your car, sitting in a port, accruing storage charges.

How we work

We handle the Japanese side end to end: purchase, deregistration and export certificate, inland transport, port booking, inspection where required, and the full document set. We separate every charge on the quotation so you can see the car price, the shipping, and the fees individually.

Under our current policy, export sales are final once the vessel is loaded, so we recommend marine insurance on every shipment.
